The Forum on Asia-Pacific Security (FAPS) hosted a U.S.-Japan-China trilateral meeting that took place at a time of increased tensions in the East and South China Seas over competing territorial claims, continued regional controversy over Japan's accounts of its militarist past, and just months before the region commemorates the 70th anniversary of the end of World War II in the Pacific.
